Is Stake legal in Rwanda?
Gambling oversight moved to the Rwanda Development Board (RDB) in 2024, under a new national gambling policy covering licensing, monitoring and responsible gambling. The sector still rests on older laws while a new legal framework is prepared. Licensing reopened in 2025 after a pause, and in July 2026 the RDB licensed Betway, ElephantBet and ForteBet, with Betway and ForteBet also approved for online casino. Weeks later it suspended Forzza Bet for offering casino games outside its sports-only licence, which shows the RDB polices the scope of each licence.
Taxes rose steeply from August 2025: operators pay 40% of gross gaming revenue and the withholding tax on winnings went from 15% to 25%, collected by licensed operators. In October 2026, after a senator compared betting to illicit alcohol, the Prime Minister told Parliament that premises had been closed and that more effort was needed, so further measures are likely.
Stake is not licensed by the RDB, and its own terms do not list Rwanda as a prohibited jurisdiction. The enforcement we have seen targets operators, machines and premises, not adults who bet with a foreign site. The minimum age is 18.
This is general information, not legal advice. Watch for RDB announcements, follow Rwandan law and respect Stake's terms.
Why Stake may not load in Rwanda
We have found no record of Rwanda ordering internet providers to block offshore betting websites so far; enforcement has focused on licences, slot machines and betting shops. So when Stake.com fails to load on MTN or Airtel data, the usual causes are congestion, DNS problems on a home router, a filtered workplace or school network, or a domain Stake has rotated out.
A mirror is the same Stake platform on another address. Your login, balance and history do not change. The list on this page is timed from your own browser, so the address that responds fastest on your connection appears first. See how to find a working Stake mirror for how to spot fake copies.
The government has signalled tougher action, and that could include blocking unlicensed sites. Mirrors are for routing problems, not for getting around an order. If Stake is blocked, you must follow Rwandan law. Do not use a VPN to hide your location; Stake's terms forbid it and accounts can be closed.
How to open Stake in Rwanda with a mirror
- Open this page and wait a few seconds while every mirror is tested from your connection in Rwanda.
- Pick the mirror marked with an asterisk: it answered fastest on the last check.
- Check that the address bar shows exactly the host from the list and a valid HTTPS padlock.
- Log in with your usual Stake account. Balance, history and VIP progress are the same on every mirror.
- If it stops loading later, come back here instead of searching: the list is re-tested on every visit.
Payments in Rwanda
Mobile money is how Rwanda pays, through MTN MoMo and Airtel Money, but offshore casinos without an RDB licence do not get merchant codes, so Stake players use crypto. The usual route is to buy USDT with mobile money on a peer-to-peer marketplace, then send it to the Stake deposit address. Our USDT deposit guide explains which network keeps fees low.
Rwanda passed Law No. 023/2026 on virtual assets in May 2026, putting exchanges and other service providers under licensing by the Capital Market Authority with the National Bank. Prefer platforms that are registering under it. Stablecoins also protect you from franc swings between deposit and withdrawal. Withdrawals reverse the process: send coins to an exchange or P2P buyer and receive francs on MoMo. If RWF is in Stake's display-currency list, select it; otherwise USD is the simplest reference.
On P2P trades, use escrow and check the MoMo receipt before releasing coins. The 25% withholding tax applies to licensed operators; how offshore winnings are treated is unclear, and this is not tax advice.
Popular sports and games in Rwanda
The Premier League is the biggest betting draw, and Arsenal has a special following thanks to the Visit Rwanda sponsorship. The Rwanda Premier League, with the APR FC versus Rayon Sports derby, Amavubi internationals and the Champions League follow. Kigali's BK Arena hosts the Basketball Africa League, cycling has a strong base around the Tour du Rwanda, and cricket is growing.
On the casino side, Aviator-style crash games (locally nicknamed Akadege) are popular; at Stake that means Crash, plus quick Originals like Mines and Limbo. Rwanda is on Central Africa Time (UTC+2), one hour ahead of the UK in winter. Stake's decimal odds are what Rwandan bettors already use.
